Twenty-one people, including incumbent lawmakers Zaldy Co, Chiz Escudero, Joel Villanueva and Jinggoy Estrada, comprise the list of individuals recommended for prosecution for their alleged involvement in anomalous flood control projects, the Department of Justice said Friday.
