Sen. Panfilo Lacson said Friday that Senators Jinggoy Estrada and Joel Villanueva were not yet cleared from the issue of alleged budget insertions even after their face-off with Brice Hernandez, the former Bulacan district engineer who tagged them in flood control anomalies.
