Sotto, Lacson brief ICI on budget procedures, insertions

Senate President Vicente Sotto III and Senate Blue Ribbon Committee Chairperson Panfilo Lacson on Monday met with the Independent Commission for Infrastructure investigating alleged anomalies in flood control projects.
