Former Bulacan district engineer Henry Alcantara’s sworn affidavit submitted on Tuesday confirmed the earlier allegation of his ex-deputy Brice Hernandez that millions of pesos in kickbacks were delivered to Senators Jinggoy Estrada and Joel Villanueva.
