Former Procurement Service-Department of Budget and Management (PS-DBM) officials Allan Raul Catalan, Dickson Panti, and Gerelyn Vergara pleaded not guilty to graft in relation to the procurement of medical supplies from Pharmally Pharmaceutical Corp. during the COVID-19 pandemic.
