The Department of Migrant Workers (DMW) has given a hero’s welcome to Filipino seafarer Capt. Roybel Tabobo, who led the dramatic rescue of nine fellow Filipino crew members from the sunken vessel MSC ELSA 3 off the coast of Kerala, India last May 25.
