SIOUX FALLS, S.D. (KELO) — A Sioux Falls man, accused of pushing a woman off a retaining wall near the 8th street bridge, faces new charges.
A grand jury has indicted 45-year-old Jubal Rattler of murder and manslaughter.
He’s accused of killing 39-year-old Doris High Elk late last month.
