A CANCER survivor is locked in a bitter battle with his local council who are demanding he pay thousands of pounds of tax on his utility room because it has a “food preparation area”.

Andy Fields says a valuation officer visited his farmhouse in Tiverton in Devon and insisted the boot room was a separate dwelling because it has a sideboard and sink.

They also pointed to an outside toilet which Andy and wife Anja put in for beekeepers who use part of his 20 acre wildlife haven.

The former internet business owner, 61, has now been threatened with debt collectors over around £3,000 in current and backdated council tax.

Andy, who has contacted his local MP Rachel Gilmour over the issue, said: “The woman from the valuation office saw the house and I could tell it was envy, she thought, ‘he can afford it’.

“But I’m skint, I earn £10-a-day.

“It’s ridiculous, it’s not a separate dwelling, you have to go through my front door to get into it.

“The only food preparation we do there is for the birds and animals.

“I told her everyone around here has utility rooms and she said ‘give me their names and I will do them as well’.

“I told her that the utility room had existed for 150 years and she even suggested that they should backdate the payments for 150 years as well then.

“I couldn’t believe it.”

Andy said the decision could set a dangerous precedent for homes across Britain which have utility rooms attached to their homes.

After being diagnosed with head and neck cancer in 2018, Andy quit his internet business and temporarily set up the utility room to live in while he was ill so he could be close to the kitchen.

After beating the disease the couple briefly advertised it online for people to stay in despite it having no washing facilities.

Two years ago he converted the room, which has an upstairs storage area, back into a utility room for use in their house.

But he says someone working for the council spotted the B&B listing and he was hauled into a Valuation Office Agency hearing last December which he did not attend.

He was deemed to have lost the case and the council is now demanding he coughs up.

The plot, called Bradford Farm, was built in 1881 and is valued at around £1million.

It also has a children’s nursery onsite run by Nanny Bears, and has a bee keeping club.

Andy said that after beating cancer “you look at things a bit differently” and decided to turn his land into a nature reserve which now hosts otters, water voles and a nesting stork.

He added: “All I try and do is help and give back and be friendly.

“It’s utter lunacy that they are trying to charge me for this utility room.

How a property is deemed to be a dwelling

According to the government’s website, a property will be banded for council tax if it “qualifies to be a dwelling” – which is seen as a self-contained accommodation used as a home.

And to be classified as a dwelling, the local council will check to see if the property is either “habitable or capable of repair”.

It also adds: “If a property is occupied, it’s generally assumed to be habitable and the band will not be deleted, even if significant repair or renovation works are underway.”

In some circumstances a council tax band could be deleted.

This means the property will not have a council tax band and the taxpayer will not pay any council tax “until the property is entered into the list again following completion of work or service of a completion notice by the local authority.”

Check your Council Tax band in England and Wales or Scotland.

If you have any concerns regarding the assessment of your Council Tax band contact the VOA.

“I’m not going to pay, they can take me to court.

“The room shares heating, water, and electricity with the main house, so it doesn’t qualify as a separate dwelling.

“I’ve checked dozens of local new builds, and every one of them has utility rooms with food prep areas, an external door and even microwaves – none of which are taxed separately.

“If this approach becomes policy it could set a worrying national precedent, triggering a widespread backlash.”

A spokesperson for the Office of Rachel Gilmour MP said: “We are supporting our constituent in their complex casework.

“We are hoping for a speedy resolution which is able to let all parties move forward with clarity and a suitable settlement to this matter.”

A spokeswoman for the Valuation Office Agency told The Sun last night: “We can’t comment on individual cases.

“If a self-contained unit of a property is capable of being used as separate living accommodation it must be given its own Council Tax band.

“Customers can contact the VOA if they think part of their property has been banded incorrectly and we will review their case.

“If they are unhappy with our decision they can appeal to the independent Valuation Tribunal.”

Andy previously made headlines when he was embroiled in a row with a neighbour over a fence.

Andrew and Anja wanted to build a car park as they turned their farm into a nature reserve, but neighbours Michael and Sandra Blakemore opposed the move, saying the lights from cars using it would shine directly into their bedroom.

The Blakemores, of Bradford Barn, built a wooden fence which restricted Andy’s right of way but were later ordered to tear it down and pay compensation.

Scott Wolf’s ex Kelley screams ‘shame on you!’ as police detain her for ‘erratic behavior’ days after his divorce filing

THE estranged wife of actor Scott Wolf has posted a video of her being detained by police after making concerning comments.

Kelley Wolf screamed, “Shame on you!” as officers put her in handcuffs days after Scott filed for divorce from her.

Police told Kelley that they were confronting her because she made some “comments to her dad” and “comments to people that are concerning” in a video posted to her Instagram account on Friday.

“Oh my God – this is not happening!” Kelly is heard screaming back at them.

“This is shameful. Look at this… Be ashamed of yourself.”

Cops could be heard assuring her that she wasn’t going to jail – she was only being detained.

“Officers responded to a call concerning erratic behavior and a potential threat to herself and others,” the Park City Police Department told The U.S. Sun.

“The officers responded to the family’s Park City home. More information is not available at this time as an investigation is still underway.”

A GIRL was attacked by a school of piranha fish just moments after taking a dip in a scenic lake in Brazil.

Nine-year-old Yasmin Luis Vieira’s foot was mutilated in the savage attack that took place before her mum’s eyes.

Mum Janaina Luis Pereira, 31, said the horror unfolded on a day trip to a lake in the Brazilian municipality of Caldas Novas.

She said the piranhas pounced on Yasmin within seconds of her feet entering the water.

The fish bit off two of her middle toes on her right foot while also injuring her left foot, according to the mum.

Janaina said: “We went to the lake to have a family picnic. We went to the edge so she could put her feet in the water.

“I heard her scream, ‘Mummy, a piranha got my foot’.

“She jumped and got out of the water. When she sat down, I saw that her toes were gone. It was terrifying.

“I never imagined a piranha would do that.”

The mum said plenty of families, along with their children, were bathing in the lake at the time of the attack.

She said: “It’s a freely accessible place. There’s no fee to enter, but the signage is very poor.

“The area where everything happened is the same one where visitors have free access to the water. There is no isolation or protective barriers.”

Paramedics rushed Yasmin to hospital where she was treated for shock and a possible infection and doctors carefully stitched up her mutilated toes.

Her mum said: “She was losing a lot of blood. She was taken to the Mother and Child Hospital and treated immediately.”

Yasmin, said to be in intense pain, will soon have to learn how to walk again.

Janaina said: “The pain is constant, she screams a lot. She is sad because she keeps missing something that was ripped from her body.

“As a mother, seeing this is devastating.

“My emotional state is terrible. She tries to be strong, but she is going through a lot of suffering.”

Environmental experts are investigating the attack, according to city officials.

Around 30 different species of piranha fish are believed to dwell in the lakes and rivers of South America.

They are known for their razor-sharp teeth – the word ‘piranha’ literally translates to ‘tooth fish’ in Tupí, a language spoken by indigenous Brazilians.

Despite their reputation as flesh-eating creatures, piranhas are omnivorous forage fish, meaning they eat most things – from meat, fish and insects to plants.

Attacks on humans are rare, with the majority resulting in minor injuries, often to the feet or hands.

Drivers risk $490 fines as number of lane ‘cheats’ spikes – it makes everyone’s commute even longer

DRIVERS have been warned they risk fines of $490 if they violate a law around carpool lanes in a major US state.

High-Occupancy Vehicle (HOV) lanes are meant to reduce traffic and encourage carpooling, but they’re facing significant problems.

Many drivers are avoiding punishment thanks to faulty transponders, as well as using things like tinted windows[/caption]

In recent times, their effectiveness has been questioned following a range of challenges and issues – leading to lawmakers to come down hard on those that break the rules.

According to a report by KTLA, HOV lanes must meet federal standards, requiring vehicles to maintain at least 45 mph during weekday travel periods 90% of the time.

But when they fail to meet this standard, they are classified as “degraded” and graded on a scale of slightly, very, or severely degraded.

Currently, a significant number of drivers are violating HOV lane rules by not meeting the required occupancy – including driving solo.

In Los Angeles, California, violation rates have doubled since 2022, with some freeways reporting nearly half of HOV lane users as violators.

The worst offender is the 101 freeway, with a staggering 57.5% violation rate.

According to the 2025 Caltrans HOV Degradation Action Plan, Automated Vehicle Occupancy Detection (AVOD) systems, designed to catch violators, are being tested – but they face challenges of their own.

Things like window tints, car sizes and visibility hinder their effectiveness, while enforcement is particularly tricky in toll-based HOT lanes – such as the 10/110 Expresslanes.

But converting HOV lanes into HOT lanes has caused additional traffic congestion, with a large majority of vehicles – spiking to 86% – in these lanes are single-occupant vehicles.

This, of course, undermines the purpose of carpool lanes.

Furthermore, 30 to 60% of violators fail to set their transponders correctly, which also complicates enforcement.

According to Caltrans, a HOV lane violation ticket is a minimum fine of $490 – but the fine may be higher for repeat offenders.

Naturally, there have been efforts to resolve these problems at the source, with a pilot program being implemented to study real-time occupancy and deter violations using camera-based systems.

This has led to Caltrans allocating $30 million to improve the most problematic HOV lanes – with public transit set to expand in preparation for the 2028 Olympics.

This is expected to reduce congestion in both HOV and HOT lanes

But the system’s current inefficiencies, including high violation rates and enforcement difficulties, contribute to slower traffic and reduced effectiveness.

Caltrans hopes that a combination of technology, stricter enforcement and increased public transit use will improve the situation over time.

What makes a car a lemon?

Each law has different parameters on what defines a lemon, but generally, a car is lemon when it's in the shop for longer than it's on the road.

Progressive Auto Insurance describes a lemon as a car with “a significant defect or malfunction that makes it unsafe to drive,” though exact parameters vary by state. All 50 states have lemon laws covering new vehicles, but only seven have lemon laws to protect used car buyers.

Federally, however, consumers are protected under U.S. Code Chapter 50 covering consumer product warranties. In layman’s terms, the law dictates that consumers be compensated by the manufacturer when “multiple attempts to repair a vehicle under warranty fail.”

What to do if you think you bought a lemon:

  1. Research your state’s lemon laws and their exact parameters.
  2. Contact the dealership, especially if it’s still under factory warranty.
  3. If the dealership refuses to repair the issue, contact the Automotive Consumer Action Program or the National Automobile Dealers Association.
  4. Send a certified letter to the manufacturer with an explanation of the issue, with documentation and proof that you’ve contacted a dealership.
  5. Depending on the outcome, you can report the dealership to the DMV for selling a car that needs immediate repairs.
  6. Consider small claims court.
  7. Consult an attorney specializing in lemon law through the National Association of Consumer Advocates.

Travis Decker’s brother ‘cut him off’ before girls’ murders over worrying behavior & ‘violent reaction’ to intervention

THE brother of the man accused of killing his three daughters has revealed years of his worrying behavior before the alleged murders.

Travis Decker, 32, was cut off from his family after he became violent during a staged intervention and fell behind on child support payments, as his brother says the suspect is “not the brother I know.”

Travis is on the loose after his daughters, Paityn, 9, Evelyn, 8, and Olivia, 5, were found suffocated to death at a campground in Washington state on June 2, three days after their dad failed to return them to their mom, Whitney, from a planned custody visit.

Cops launched a manhunt for Travis that’s lasted for over a week as the public is warned to watch out for the alleged killer, who is a veteran with combat experience and survival skills.

Travis’s older brother, Thomas Decker, has issued a public plea for Travis to “stop this evil” and turn himself in, as he told the Daily Mail his brother has become unrecognizable from his younger years.

Thomas, 35, said the two brothers used to be inseparable and “best friends” growing up so close in age.

They even went down the same path of joining the Army once they were 18. While stationed at different bases, they didn’t see each other, but still remained close as they became adults.

However, Thomas said he was forced to cut Travis out of his life in recent years after mental instability that culminated in him “spreading lies” about his brother.

“To cut him off was tough,” Thomas told the Daily Mail.

“We grew up together, he is my baby brother, we did a lot of things together, and I thought we were going to be a big happy family, take our kids on trips, be uncles and dads.

“It’s tough now knowing that will never be the case.”

Thomas said everything changed three years ago when he discovered he would be stationed just three hours away from Travis, Whitney, and their three daughters in Wenatchee, Washington.

“I was excited, I have young kids, and Travis had three young girls. I thought we all could reconnect,” Thomas told the Daily Mail.

He said Travis seemed excited to be close to his brother again at first, but suddenly became “distant and uninterested.”

“Then all of a sudden he changed – I don’t know what changed or why, it is something I have been trying to figure out these past three years,” Thomas said.

After being put off by his brothers’ cold demeanor, Thomas then learned that his brother and Whitney were planning on getting a divorce after seven years of marriage.

Travis’s unusual behavior continued as Thomas noted that he seemed aloof and disinterested in anything as his marriage fell apart.

“He was still living at the house, but every time I spoke with him… it’s hard to explain, but you couldn’t communicate with him,” Thomas said, adding, “He listened but wasn’t listening.”

Thomas said he learned Travis was abandoning his relationships with his three daughters, which upset him even more.

“I told him, ‘You can’t leave your family like this. People get divorced all the time, if you are not happy in your marriage, that’s okay,'” Thomas told the Daily Mail.

”But your kids do not deserve this, just because you are getting a divorce doesn’t allow you to forgo your parental obligations.”

BOTCHED INTERVENTION

Thomas said he and his dad staged an intervention in an attempt to help Travis, but it went horribly wrong.

“We were trying to help him,” Thomas said.

“We had hoped to have a good conversation with him – to ask him if he needed anything, any help, financial or otherwise. We are family, we want to help him and see what we could do to get him back on track.”

However, Thomas said Travis was caught off guard because they showed up at his house while Whitney had taken the girls out for the afternoon.

“But things did not go well, he tried to resort to violence, because we were not supposed to be there and we just showed up unannounced,” Thomas said.

He later clarified there was no physical violence involved and wouldn’t elaborate further.

Contrary to Thomas’ claims of abandonment, Whitney has maintained that Travis was an active dad up until the alleged killings and that they had never had issues with their custody plan before.

Whitney previously said in court documents that her marriage with Travis disintegrated partly because of his mental issues, including PTSD from his time in the service, along with a diagnosis of borderline personality disorder.

BPD can manifest with symptoms like unstable relationships, a fear of abandonment, and impulsive behavior.

Thomas said that a week before the tragedy, his family met up with Whitney and the girls for a brief family reunion as Thomas and his wife passed through the Wenatchee area.

NO SAFETY CONCERNS

Travis said Whitney didn’t point out any unusual behavior from Travis.

“Whitney told my wife that she still wanted Travis to find help,” Thomas said.

“But she never mentioned that she was concerned about her and her daughters’ safety around Travis.”

Thomas noted that Travis was still attending the girls’ sporting events, but wasn’t financially providing for his daughters.

Whitney previously said that Travis spoke about having financial issues when he picked the girls up on May 30.

He had been homeless and living out of his truck for months, causing Whitney to file a change to their custody plan asking that the girls not be allowed to stay on overnight visits with him.

The veteran’s financial instability was leaving him to consider getting rid of his dog, he told Whitney during the handoff.

‘DEVASTATED BEYOND BELIEF’

Travis’ dog was found at the campground where the girls’ bodies were left after being bound with zip ties around their wrists and plastic bags over their heads, police said.

Investigators are now searching for Travis near the Enchantments area of the Washington wilderness after a lone hiker was recently spotted on a trail, according to the Chelan County Sheriff’s Office.

Travis is wanted for three counts of kidnapping and three counts of murder.

Thomas said he’s not sure if Travis will surrender when cops confront him after the intense manhunt.

“I honestly do not know,” he said.

“We have been so disconnected for the last three years.”

He added, “The guy on the wanted poster for murdering my three nieces is not the brother I know.

“I can’t even comprehend what is going on. I am in complete shock that he would do something like this.

“He loves his daughters – at least I thought he did. And Whitney is devastated beyond belief.”

A GoFundMe page for Whitney has raised over $1.2 million as of Friday afternoon.

Pepsi makes change to all bottles in copycat move to Coca-Cola – but each drink is different

PEPSI has made change to its packaging in a copycat move to Coca-Cola.

While similar, the move from the food and drink company has a crucial difference from its top competitor.

Over the years, Pepsi and Coca-Cola have run some iconic advertisement campaigns.

Between 2014 and 2018, Coca-Cola’s “Share a Coke” was particularly well-received by Americans, quickly becoming a cultural phenomenon, as it saw bottles and cans with their names on the side.

Some could even be customized to send a message to the person that a consumer decided to share the soda with.

Now, Pepsi is making its own version with the “Share a Pepsi” movement, which pokes fun at its rival company.

Instead of having names of people on the sides of bottles, Pepsi products now through June 30 will have names of food the beverage would pair well with.

Promotional images for the campaign show bottles with “pizza,” “burgers,” and “tacos” on the label.

A slogan also noted “food deserves Pepsi.”

Pictures of each different version were posted on Pepsi’s official Instagram page over the past few days.

Others read “subs,” “burritos,” wings,” “hot dogs,” and “carne asada.”

The copycat nature of the brief campaign is also clear given a image that Pepsi released with its billboard of “Share a Pepsi” products directly in front of a “Share a Coke” version.

LIMITED OFFER

Except, there’s a catch, as Pepsi customers can only get the “Share a Pepsi” bottles through a sweepstakes.

Customers can put comments on some of Pepsi’s Instagram posts about the campaign with their “favorite food to share a Pepsi with” and the hashtag “#ShareAPepsiSweepstakes.”

Doing that would give them a chance to land some “Share a Pepsi” bottles.

Pepsi emphasized that no purchase is required, with the sweepstakes being eligible for US residents 18 and older through June 30.

Pepsi also launches the promotion only a few months after Coca-Cola reintroduced its “Share a Coke” campaign.

This time around, Coca-Cola allowed customers to access a digital hub that provided more personalization options.

There’s even been a Share a Coke truck traveling around to larger US cities and offering in-person digital experiences.

Coca-Cola has also offered customers a chance to win a free trip to Hawaii with Share a Coke-themed merchandise.

The sweepstakes for the vacation ends on June 22 and can be entered through a page on Coca-Cola’s website.

Both Coca-Cola and Pepsi have been trying out new flavors in recent years.

One of the most recent for Coca-Cola has been its Orange Cream version, and it plans to reintroduce Diet Cherry Coke in mid-July for a limited time.

Pepsi also brought its Lime and Peach versions to customers last summer in preparation for BBQ gatherings, but it’s unclear if they’ll be back this time around.

Massive coin collection found in walls of mans home – experts confirm they’re worth $3.5 million thanks to rare details

A MASSIVE coin collection has been found in the walls of a man’s home, and it’s worth a staggering $3.5 million.

The collection was recovered from the house of a man who had passed away, with many of the coins dating back centuries.

It turns out the collection belonged to a rather mysterious figure, who is thought to have devoted all his money to his coin collection.

The collection was owned by Paul Narce, who lived a modest life in south-west France until his death in 2024.

Narce built up his collection over a number of years, and it contained more than 1,000 pieces.

The collection featured coins from the Kingdom of Macedonia, dating to 336-323 BC.

It also featured an almost complete eries of coins used during the reigns of French Kings Louis XIV, Louis XV and Louis XVI.

The collection sold at the auction house Beaussant Lefèvre and Associates in Paris for a total $3.48 million.

The sale far exceeded the pre-auction estimate of $2.43 million.

Coin expert Thierry Parsy said in a preview statement before the sale: “Narce, who lived a modest life and didn’t see a lot of the world, spent all of his money on his collection.,”

He also described the sheer number of coins as “exceptional” and praised the “rarities” contained in the collection.

It is not clear who bought Narce’s collection at the auction, as their identity has not been reported.

THE MAN BEHIND THE COINS

Very little is known about the owner of the collection, Paul Narce.

He had no direct descendants and very few people knew of his hobby, let alone the value it held.

Nobody even knew the location of the collection, and as Parsy added, it “could have remained undiscovered forever”.

The collection was only found by one determined notary, who had purposefully set out to look for it.

The home had been empty since Narce hgad moved into a care home.

The coins were eventually found in a small wall space in a store room, behind a painting.

These coins were discovered neatly and methodically labelled, along with 10 packages each containing 172 gold 20 franc coins.

This is the equivalent of an ingot of gold.

An ingot is a general meaning for an oblong block of something like steel, gold, or another metal.

Gold is typically cast into an oblong shape for ease of transportation.

The Grammy winning couple then stunned fans when they confirmed they were back together a decade later

Proving they were eager to make up for lost time, My Place hitmaker Nelly and Foolish star Ashanti tied the knot just three months after going public with their reunion. 

And last July they welcomed their first child together, baby boy Kareem Kenkaide who they refer to as KK. 

Now fans have been given an invite into the world of two of the music industry’s biggest stars with their Peacock reality show. 

The trailer for Nelly & Ashanti: We Belong Together has dropped, and the show will premiere later this month. 

And supporters of the couple rushed to comment on the first-look, with one writing: “This is the show I never knew I needed.” 

Someone else said: “We’re all rooting for you, Nelly and Ashanti!” 

And a third added: “So here for these two being happy and in love.” 

Ashanti recently opened up about the moment Nelly proposed following their reconciliation – admitting her “jaw hit the floor”. 

Appearing on the Tamron Hall Show, she said: “When he did it I had on his T-shirt and some boxers… I was in bed, it was so not cute! My hair was in a bun.

“But it was ‘us’. We were home in St Louis and my jaw hit the floor, I couldn’t believe it.” 

Sharing Nelly’s response to her reaction, Ashanti continued: “He was like, ‘well, are you gonna answer? Yes or no?’”

It’s no surprise that Ashanti and Nelly are keen to show the world they’re stronger than ever. 

Appearing to refer to their split during an interview in 2015, she said: “I’ve been betrayed. 

“You just have to grow. You have to grow up. You have to accept responsibility for the things that you do. I’m not a big fan of people being cowards.”
