Curlee Discaya says DPWH’s own committee negotiates rigged biddings

Curlee Discaya on Tuesday said the Department of Public Works and Highways’ Bidding and Awards Committee (BAC) negotiates the rigged biddings for public infrastructure projects with lawmakers and contractors.
