DPWH chief eyes charges vs contractors, insiders; taps outsiders for usec posts

The Department of Public Works and Highways and the Commission on Audit are set to submit Monday afternoon recommendations for the filing of criminal charges against government contractors involved in ghost and substandard flood projects.
