Former Liga ng mga Barangay Manila president Leilani Lacuna, also the sister of former Manila mayor Honey Lacuna, filed complaints over graft and grave misconduct, among others, at the Office of the Ombudsman against Manila Mayor Isko Moreno, Manila Vice Mayor Chi Atienza, and 13 others.
