Decarlos Brown, 34, is accused of randomly stabbing Iryna, 23, within minutes after she sat in front of him on the train.
He has been charged with committing an act causing death on a mass transportation system.
“This brutal attack on an innocent woman simply trying to get to her destination is an attack on the American way of life. Of course, crimes like this affect the victim the most — Iryna deserves justice, and we will bring justice to her and her family,” Russ Ferguson, a US Attorney, said.
Ferguson was forced to hold back tears as he unveiled the federal charge that Brown has been hit with.
DOJ officials have labeled the stabbing as a “terroristic act.”
Chilling footage has since surfaced that has captured the moments before the killing that happened in Charlotte, North Carolina, last month.
In the haunting video, the knifeman brandished a weapon before suddenly standing up and lifting it above her head.
Zarutska looked up at her attacker and puts her head in her hands.
The video showed other passengers on the train trying not to react to what was unfolding.
Blood gushed from her neck before she slumped to the ground.
Zarutska’s death has sparked outrage among top US politicians.
