Lacson says Guteza affidavit’s ‘substance’ valid despite notarization row

Senate Blue Ribbon Committee Chairperson Panfilo “Ping” Lacson on Saturday said the substance of the affidavit of Orly Guteza on the flood control mess remains valid despite a lawyer denying she notarized and signed it.
