The NBI recommended the filing of indirect bribery and malversation charges against Sen. Joel Villanueva, Sen. Jinggoy Estrada, and Rep. Elizaldy Co after they were implicated by former Bulacan engineer Henry Alcantara in alleged budget insertions and kickbacks for flood control projects.
