Solon questions credibility of Discaya affidavit as flood control probe deepens

Rep. Gerville Luistro on Tuesday cast doubts on the sworn affidavit of Pacifico “Curlee” Discaya, a contractor linked to anomalous flood control projects, calling his testimony “full of inconsistencies” and “false testimony” during a House infrastructure committee hearing.
