Amid fireworks and revelry on Christmas Eve, Wednesday, operatives of the Bacoor Component City Police Station raided three men allegedly selling an illicit and dangerous tobacco product known as “Thuoc Lao,” colloquially called “tuklaw,” or the so-called black cigarette.
